In the winter of 1999, a CIA operation is launched with the aim of fostering better future relations between two great world powers, the United States and the People's Republic of China. The target is a new arrival on the Politburo, Wei Yujun, who is thought to look more favorably on the west than do his hardline comrades. It is in the best interests of the United States to see Wei's political fortunes rise higher in the Chinese power structure, to the Standing Committee and possibly even one day the presidency itself.

Norman Jones, a hip-pocket agent recruited by an old Navy buddy now with the CIA, is assigned to spy on Wei under the guise of giving him English lessons. Wei is largely self-taught in the English language and seeks to improve his speaking skills with the help of a "foreign expert." Jones's real aim is not to coach Wei's English pronunciation, but to find out more about the man himself and his domestic life. Wei's wife, a famous concert pianist and staunch critic of the Party, has become problematic for Wei's continued rise. The Agency's solution to the problem is to break up the marriage by making Wei think his wife has been unfaithful. But unexpected friendship between Jones and Wei develops, throwing Jones into a moral quandary. Jones is also married to a Chinese woman, who has become friends with Wei's wife and knows her to be an honorable woman.

True events serve as a backdrop for this thrilling, sometimes humorous, but ultimately tragic tale of espionage and fated romance. The bombing of the Chinese Embassy in Belgrade undermines any hope of improvement in relations for the immediate future, making the months-old operation now pointless. But the wheels of deception have already been set in motion and the operation ends in tragedy, culminating in a desperate scramble to save an innocent woman's life.
