Best described as an exciting Good Night Moon. The bright colors include polka dot cats and purple horses that capture the attention of any child. My daughter and I take a different approach to reading the book every night whether it is pointing out all the animals and describing their wild colors and patterns or discussing the action on each page. And believe me, there is alot going on.
This book has the most wonderful illustrations!

"Can You See the Red Balloon" is a good basic for beginning readers, with bright and intricate illustrations that make each page a place to stop and giggle. Since there is no story or plot, halting reading doesn't detract. The only problem with the book might be that the text is difficult to focus on amongst the cows, balloons, socks and other jumble that covers each page, but the fun involved in examining it all makes up for that.
