It's a rough and tumble, in your face, locally-based operation model for reformation first--chaos producing disillusionment about the present form of government which makes the middle class ready to opt for drastic change, and then revolution to capture the reins of government for "the people" who are defined as the have-nots in society. The philosophy of Mao tse Tung is the conceptual basis of the method, a revolution "from the bottom up" rather than the top down, as was the American Revolution. Of course, the intellectual elites will guide the revolution, as did Lenin and his cadres. Essential reading.
