Ethics, Politics, and the Independent Counsel is the first-ever book-length study of the "special prosecutor" law passed in the aftermath of Watergate. Terry Eastland examines the origins and enactment of the law, as well as subsequent revisions. He analyzes the Supreme Court's recent opinion upholding the law in Morrison v. Olson . And he discusses how the law, which is scheduled to expire in 1992, should be amended and even rethought. A work of law, history, and public policy, Ethics, Politics, and the Independent Counsel raises important questions about an increasingly influential federal law and its implications for the future of American government.
A well written and convincing indictment of the IC Statute

Eastland's book makes the case that the Independend Counsel Statute is not only expensive, impractical and unconstitutional, but that it also relieves the President and Congress of their accountability and responsibility to act in accordance with ethical politics. The "ethics of politics," which are the traditional (pre-1978) mechanisms for prosecuting executive 'malfeasance,' were enough to get rid of Nixon and should be all that we need to address the problem.
