Great world building, mediocre character development

Natasha Ngan is an expert at developing a bright and rich world full of magic and mayhem, but while I enjoyed this series' first book, this one fails to capture its suspense and intrigue, as well as does nothing to futher current and new characters' likability or convictions. A good read, but not as engaging as the first.
