Examines institutional transformation in the University of Dar es Salaam. The Partnership for Higher Education in Africa commissioned case studies of higher education provision in Tanzania, Uganda, Kenya, Mozambique, Nigeria, Ghana and South Africa, as part of its effort to stimulate enlightened, equitable, and knowledge-based national development, and to provide guides to understanding. The University of Dar es Salaam has put in place measures to stop the process of decay and better fulfil its core functions - the unity and commitment within its leadership attracting both government and donors.
