Lame Duck: Levels of Power

The official Lame Duck period for a two-term U.S. president is from the November election until inauguration day in January. In recent times this unofficial period has lengthened to the final six months of their term of office when passage of any significant legislation is nearly impossible. The Fisher Administration has entered the final 120 days. The country is caught up in a three-man race for the White House and Randy Fisher is content to sit back and await his successor. But calm days do not lie ahead.
Five separate attacks on electrical power stations throughout the country followed almost immediately by additional strikes on vital communication infrastructural sends shock waves across the country. Not since 9-11 has the America faced what must be home grown terrorists.
Caught off-guard the Fisher Administration seems powerless when the terrorists demand that five western states plus British Columbia of Canada be allowed to succeed from the Union. Their demand is backed with the threat of nuclear annihilation of three eastern metropolitan cities from missiles fired from an American air force base.
