Cash poor Hawaiian investigator Robert Tam Hoy believes he has landed a high paying sinecure, providing security of billionaire and US Senator, Warren Jensen in Honolulu. An attempt on the senator's life leads Tam Hoy unknowingly into a high stake covert overseas mission. This crisis leads to an unlikely alliance between the United States and the new Zambo government to prevent a massacre by the invaders. Jensen devises a strategy that he hopes will save the mission but puts Tam Hoy's life in jeopardy. Tam Hoy must find a way out and clear his name by finding the real assassin.
