Jack Travers is despatched, under cover of being a pharmacist, to the small principality of Kuwait in order to try to discover the intentions of the contries much larger neighbour, Iraq and it's despotic dictator Saddam Hussein. Meanwhile, Henti Argen, gun-runner and terrorist returns to Europe intent on gaining revenge for the death of his young lover. He still blames Jack for the accident that occurred in Marseilles. Working with the Irish Provisional Army (IRA), Henri comes into contact with Jack's new wife Julia and puts her in mortal danger. Pierre Rahua, the French Secret Service agent is closely involved in trying to track down Argen and put him out of business.
