THE JOURNAL OF THE CONGRESS OF SCIENTIFIC UFOLOGIST was published by Gray Barker as Chairman of the Publications Committee, with Rick R Hillberg, Edward M. Biebel, and others. The main idea behind the Journal, like many similar publications of that time, was to create a forum for UFO experience and saucer sightings for the purpose of the investigation of spacecraft, extra-terrestrial travel, and other subjects relating to these matters in order to encourage public support of projects in connection with these phenomena.
